The Five Step Risk Assessment Process includes:

2. Conducting a Threat Assessment focusing on Terrorism, Contraband Smuggling, Human Smuggling, Agricultural and Public Safety Threats, Organized Crime, and conditions in a country/region which may foster such threats, and ranking those threats.
3. Conducting a Vulnerability Assessment in accordance with the C-TPAT Minimum Security Criteria. A vulnerability assessment includes identifying what the Partner has that a terrorist or criminal might desire. For brokers this might be data; for importers, manufacturers, and exporters, this might be access to cargo and company information. Then, identifying weaknesses in company procedures that would allow a terrorist or criminal to gain access to these processes, data, or cargo.
4. Preparing a Written Action Plan to Address Vulnerabilities. This includes mechanisms to record identified weaknesses, who is responsible for addressing the issues, and due dates. Reporting results to appropriate company officials and employees on completed follow up and changes is also essential.
5. Documenting the Procedure for How Risk Assessments are Conducted, to Include Reviewing and Revising the Procedure Periodically. The process itself should be reviewed and updated as needed at least annually, and a Risk Assessment should be conducted — and documented — at least annually, more frequently for highway carriers and high-risk supply chains.

As CBP looks to expand enrollment to include third party logistics providers (3PL’s), focus must be given towards those 3PL’s which have direct means to enhance security at critical points in the international supply chain. Third party logistics providers should ensure that all contracted service providers have procedures in place to maintain container integrity. Container integrity must be maintained to protect against the introduction of unauthorized material and/or persons. At point of stuffing, procedures must be in place to properly seal and maintain the integrity of the shipping containers. A high security seal must be affixed to all loaded C-TPAT importer containers bound for the U.S. All seals must meet or exceed the current PAS ISO 17712 standards for high security seals.

What is CTPAT?
United States Customs and Border Protection leads the Customs-Trade Cooperation Against Terrorism (CTPAT), a voluntary, joint government-business partnership for supply chain security and border protection (CBP). Any importers, carriers, consolidators, licensed customs brokers, and manufacturers who want to trade abroad, primarily into the United States, can use CTPAT Certification. It was created with the goal of using a uniform documented procedure to determine and decrease risk throughout their multinational supply chain.
Historically, the organization has focused on imports entering the United States. CTPAT certification is available in the United States to air carriers, consolidators, cross-border highway carriers, marine port authorities, ocean carriers, rail carriers, terminal operators, third-party logistics (3PLs) providers, Customs brokers, and importers.
The CTPAT program was first launched by US Customs and Border Protection in November 2001, with seven significant US corporations as the first participants. Importers who have benefited from the program place a high value on the program. CTPAT certification is available in Canada for cross-border or long-haul highway transporters and manufacturers. It is also possible to certify Mexican manufacturers and cross-border highway carriers.
Requirements:
· Be directly involved in the handling and management of international cargo destined for the U.S. Entities which only provide domestic services and are not engaged in cross border activities are not eligible.
· Manage and execute these particular logistics functions using its own transportation, consolidation and/or warehousing assets and resources, on behalf of the client company.
· Does not allow subcontracting of service beyond a second party other than to other CTPAT Members (does not allow the practice of "double brokering", that is, the 3PL may contract with a service provider, but may not allow that contractor to further subcontract the actual provision of this service).
· Be licensed and/or bonded by the Federal Maritime Commission, Transportation Security Administration, U.S. Customs and Border Protection, or the U.S. Department of Transportation.
· Designate a company officer that will be the primary cargo security officer responsible for CTPAT.
