WHAT IS SALEEM?
SALEEM stands for Saudi product safety programme. SALEEM is concerned with the safety of products in the Saudi market. SALEEM in Arabic indicates that the product is safe, secure and free of flaws that may directly or indirectly harm individuals, society or the environment.
The new Saudi product safety programme (SALEEM) issues a new SASO certificate, which replaces the current product certification program where products are classified as per the risk level into regulated and non-regulated products.
Based on the severity and risk, SASO has issued several technical regulations for specified products. The technical regulations have listed the requirements and SASO certificate schemes for each product category.
WHAT IS SABER?
SABER is an online portal where importers, notifies bodies and Saudi Customs are involved in certificate issuance for both Product and Shipment certificates. The SABER certificates are used to clear the consignments from the customs. Also, invoices are issued in the SABER portal.
This importer-based portal registers products and issues SABER certification for products and shipment. All shipments to the Kingdom of Saudi Arabia must have the SABER certificate of conformity.
Initially, the SASO/SABER Programme was supported only by SABER, the online registration platform through which importers register the product models intended for import. SABER is an e-platform that links traders, importers to accredited certification bodies (CDG) to get conformity certificates enabling shipment authorization and product compliance as per Saudi requirements.
As of 1st of July 2020, the shipment process into Saudi Arabia has been simplified and faster through the linking of FASAH and SABER platforms. FASAH is a Single Window system that enables importing and exporting across Saudi borders.

The Kingdom of Saudi Arabia requires that all consignments of products that are covered by a Saudi Standards, Metrology and Quality Organization (SASO) Technical Regulation and that are to be exported to the country should be issued with a Product Certificate, and that every consignment should be accompanied by a Shipment Certificate. These certificates signify compliance with the applicable standards and technical regulations.
With the development of the Saudi Product Safety Program (SALEEM), SASO has implemented SABER, an electronic conformity assessment platform. SASO encourages the Trade to use this platform to request and obtain both Product and Shipment Certificates for goods falling under SASO Technical Regulations, and to request and obtain a Self Declaration and a Shipment Certificate for goods not covered by any SASO Technical Regulation.
PROGRAMME SCOPE:
• Ensure conformity of certain imported products to the applicable technical regulations and standards;
• All subject imported regulated products must be issued a Product and a Shipment Certificate (SC) issued under the SABER system of
SASO.
• Products not covered by a Technical Regulation can obtain a Consignment-Based Technical Assessment Certificate, to demonstrate compliance of the product with the SASO and/or International Standards
FORMS OF ATTESTATION:
A Product Certificate of Conformity (PCoC) issued within SABER system is a requirement before any Shipment Certificate can be issued to a regulated product intended to be shipped to Saudi Arabia.
A Shipment Certificate (SC) issued within the SABER system is required for every shipment of regulated product/s into Saudi Arabia.
PURPOSE OF ATTESTATION (PCoC and SC):
The Shipment Certificate (SC) is needed for Customs clearance of the imported goods (mandatory document)
• The Product Certificate of Conformity provides the Saudi authorities with a basis for conducting post-market Surveillance in the Saudi Arabia market.
TESTING:
Test reports:
As part of the conformity assessment process, as defined in each of the relevant SASO Technical Regulation, a product shall be required to be tested as per the applicable SASO (or equivalent) standard to it. CDG shall validate the qualifications of the testing laboratory that will conduct the tests, as per the applicable requirements of ISO/IEC 17025. Should test reports for the suvject products are presented, such test reports shall require validation before they are considered, as per the following:
- Credentials of the testing laboratory that performed the tests;
- Reference standard/s used in the testing, especially if not the same as the SASO-designated standards;
- Age of the test report (note: old test reports may be required to be supplemented with additional documents, e.g. Bill or Materials, Certification of no change in material, design and production, etc.;
- Brand, model names, product reference codes in the test reports, expecially if not exactly the same as the product being applied for certification (note: CDG might require supplemental documentations to correlate the product to the test report, e.g. Product Identity Declarations (PID), etc.)

This SABER Certificate of Conformity is issued to register a product for one year. Obtaining this certificate is mandatory only for Regulated Products, and it is valid for one year. Once the regulated product obtains the Product Certification of Conformity (PCoC), it will be eligible to obtain the Shipment Certification of Conformity (SCoC).
Shipment Certification of Conformity (SCoC)
The Shipment Certification of Conformity (SCoC) is mandatory to issue for each shipment of Regulated and Non-regulated products. It is valid for one shipment only.

What is the SABER System?
SABER is a mandatory requirement for companies registered in the Kingdom of Saudi Arabia (KSA) who will import products for trade or use. The SABER portal system is a new mandatory importer-based computer system facilitating online certification of imports into Saudi Arabia. The long-term plan is for the SABER platform to become the only verification system for clearing goods through Saudi Arabian customs and replace the SASO COC. All shipments arriving into the Kingdom of Saudi Arabia will require a Product COC and a Shipment COC to be issued through SABER.
In 2018, the Saudi Standards, Metrology and Quality Organization (SASO) implemented an enhanced conformity assessment system, called SALEEM, covering multiple industry sectors, including electrical/electronic products. The SALEEM program includes requirements to ensure the quality and safety of electrical products in the KSA market focused on electrical safety, electromagnetic compatibility (EMC) and energy efficiency. Under the program, SASO developed SABER, a central online repository system whereby all imported products are registered.
Implementing the SABER system regulations will create a shift in who is responsible for arranging the customs clearance of the goods. It is now the importing company's responsibility based in Saudi Arabia (KSA) to register their company, products, and shipments on the SABER portal.
A Saber certificate is a requirement. Certification of Conformity
Product (registration) Certificate: The first step in the SABER platform is to register the products based on classification, whether it is regulated or non-regulated. This registration will be valid for one year and will be issued a product (registration) certificate.
Shipment Certificate: Once the product is registered, importers will have to issue a shipment certificate each time the product is imported into the kingdom. The shipment certificate will be valid for only one time for the import it is issued on.
Required documents for a shipment certificate on SABER portal:
A commercial invoice (Commercial invoice number and invoice value will be mentioned on the shipment certificate)
Packing list (product details like quantity and gross weight will be mentioned on the shipment certificate).
Product Certification of Conformity (PCoC)
The product certification of conformity (PCoC) is issued online in the SABER platform for every regulated product, as per the applicable product standards defined in the relevant technical regulation. The process for obtaining a PCoC is:
Importer adds product information on the SABER platform.
Importer selects CDG for issuance of PCoC and pays related fees.
The CDG accesses the SABER platform to check for importer requests.
CDG facilitates the conformity assessment process and liaises with the exporter for submission of all substantiating documents.
The CB verifies the results and uploads qualifying valid documents into the system.
PCoC is issued online in SABER; it is valid for a period of one (1) year.
Shipment Certificate of Conformity (SCoC)
very regulated product included in the shipment will be verified by the CDG to ensure there is an existing valid PCoC for the product. If a valid PCoC is confirmed, an SCoC is issued. The process includes the following steps:
Importer sends online request, via SABER, to obtain SCoC for importing products into KSA
CDG verifies if there is valid PCoC for every regulated product
If PCoC is verified, the CDG confirms in SABER that it has been found to be true
Importer pays SCoC fees.
SCoC is issued online in SABER, valid for that specific shipment only.
